Nope, sorry, Hispanics can't prefer Black leadership because, obviously, black people can't represent non-black people (and same for all other races).
But you make a point, I guess we also need 1 person that's both Asian and Native American, to balance that out. Preferably he or she will also be part Hawaiian, and we will have to alternative between a male and female with that genetic makeup every other term.
I don't have trans information in the census, but I guess we need at least a few openly gay and/or trans commissioners, too.
Fair is fair!!

In Wilkes, the population is 86% white, 5% black, 7% Hispanic.
51% female, and 22% over age 65.
74% are homeowners.
15% have a Bachelor's degree or higher.
56% have a job, and 19% are in poverty.
So to be equal, we need to have 100 County Commissioners.
86 of them need to be white, 6 black, and 8 Hispanic.
43 of the white commissioners, 3 of the black, and 4 of the Hispanic commissioners need to be female.
19 of the white, 2 of the black, and 2 of the Hispanic commissioners need to be over 65.
63 of the white commissioners, 4 of the black, and 5 of the Hispanic commissioners need to be homeowners.
13 of the white, 1 of the black, and 1 of the Hispanic commissioners need to have a Bachelor's or higher.
48 of the white, 3 of the black, and 4 of the Hispanic commissioners need to have a job, while 16 of the white, 1 of the black, and 1 or 2 of the Hispanic commissioners need to be in poverty.
And, of course, white people can only vote for the white commissioners, black people can only vote black, and Hispanics can only vote Hispanic. Males can only vote for males, homeowners can only vote for homeowners, etc, so that each demographic is fairly and equally represented.
THEN it will be fair and equal! Right?
