The issue here is that the tax credits are for the American children. True, the parents may be undocumented, but the children are natural born citizens. So what do you do? Deport American citizens to another country? Let American children starve?
I didn't find anything more recent than 2012 on it, though, so I don't know if this policy has been changed since then.
