Once you buy the chips you are not gambling with money. You never actually recieve mony from your chips. Think of those tickets you get in an arcade. Same thing.

Based on your post every professonal golf game, baseball game, foot ball game, sweepstakes game, every ticket sold by the Elk Lodge all would be illegal. There are 20 exception to evey law. My idea is one of those. In fact, I have already researched this and it is legal. Not my opinion but the opinion of people who actually know the law.

Ok, I'll tell you how. You use chips just like other casinos which people purchase with cash just like in other casinos. However, you don't pay off with cash. You pay off with prizes. Next door you open a pond shop where a person can sale or pond their prizes. A person don't even have to carry the prize next door. The casino will give them a signed note which they carry next door.

Except as provided in Chapter 18C of the General Statutes or in Part 2 of this Article, any person or organization that operates any game of chance or any person who plays at or bets on any game of chance at which any money, property or other thing of value is bet, whether the same be in stake or not, shall be guilty of a Class 2 misdemeanor. These can only be conducted by a licensed non profit, the maximum pay out can't be worth $500, and they can only be held twice a year.

You could make all of them non-profit. You do that by forming another business which contracts the management of the casino, strip club, the bar and the pond shop. You pay the management business 95% of your total profits. No taxes, no regulation and all legal.

Now, for the strip club. Strip clubs are regulated by the ATF. If a club don't sale achol no one regulates it. You open two businesses side by side. One a strip club and the other a bar. You just have to keep dranking on one side and that butt slapping on the other.

I don't care much about a strip club in Wilkes. We have to many low lives hanging around Wilkes as it is. However, with this being said I do know how to open a strip club in Wilkes that the police couldn't legally do anything about. Now, for the casino, I am all for that. There is also a way to open a casino that the police couldn't do anything about. No churches, no Native Americans.
